June 20, 2018 meeting minutes

TOWN OF ARBOR VITAE - General Meeting -June 20, 2018

CALL TO ORDER: Chairman Bauers called the general meeting to order at 7:00PM. It had been properly posted and the media notified.


ROLL CALL: Present Frank Bauers, Jeff Hunter, Brian Nerdahl, Ryan Johnson and Ashley Roach.  Brian Jopek from the Lakeland Times and 2 others were also present.


AGENDA: Motion by Nerdahl, second by Hunter to approve the agenda.  Motion carried.


MINUTES:  Motion by Hunter, second by Johnson to approve the minutes of the June 6th, 2018 meeting after amending. Motion carried.


TREASURER’S REPORT:  The May report was reviewed by the board.  Motion by Nerdahl, second by Roach to approve the report as presented. Motion carried.


PUBLIC COMMENTS / CORRESPONDENCE: 1) Brandy Park Commission Agreement’s and meeting notice. 2) Minocqua Library Circulations and the request for reimbursement from the County. 3) Todd Morgan resigned from the Brandy Park Commission. 4) Arnett Rd. had to be closed due to the culvert failing. The bike trail has a hole right where Bob’ Bait shop use to be that the County put a cone in for safety. 5)Vilas County Zoning will no longer send us copies of our building permits to save money.


RECYCLING WEEKEND: Because of high demand the board has set a July 21st  date for another recycling day. Hunter and Roach volunteered to help and Lakeland Disposal will also send a worker to help us stay organized. It will be from 8AM – 4PM.


MAINTENANCE AGREEMENT OF RAILROAD RIGHT-OF-WAY: The part of the abandoned RR grade is now a state funded ATV trail. Vilas County can enter into the maintenance agreement with the WI DNR and the ATV Club because they have reciprocating agreements for maintenance with them. Motion by Johnson, second by Roach to relinquish the maintenance of the abandoned RR corridor to Vilas County. Unanimously approved.


OPERATOR LICENSE: There were 23 applications and everything checked out. Motion by Nerdahl, second by Roach to approve Operator Licenses #46 - #68 as presented. Unanimously approved.


PICNIC LICENSES: The Cross Country Cruisers have applied for a Picnic License for two more occasions at Harley Davidson, June 30th, and July 14th, 2018. Motion by Bauers, second by Roach to approve the licenses. Unanimously approved.


SHORT TERM RENTAL AGREEMENT: Minocqua has a Short Term Rental Ordinance and Karl Jennrich, Oneida County Zoning Director had an ordinance drawn up that Minocqua feels is a better one than they had. We have a copy of both. Bauers asked Vilas County if they have an ordinance and they are sending what they have. The board feels we should give some time to see if we even need an ordinance.


BUDGET REFERENDUM QUESTION: Because of the Levy Limits we have not raised our major road budget in 20 years. We use to be able to do 3 miles of roads with the $230,000.00 and for the last 8 years it’s only been 1½ miles. The only 2 ways two ways to increase the budget is through a referendum or to borrow the funds. Motion by Johnson, second by Hunter to have a referendum question on the November ballot if we can increase our road major by $120,000.00. This would be an ongoing increase. Unanimously approved.


BUILDING REPORT:  1-basement $18,000.00,   1-deck $2,800.00, 1-garage $21,000.00, 1-commercial storage $250,000.00,  4-additions $355,400.00, 2-misc. $19,040.00. May’s total $666,240.00. Years total $1,056,240.00. 


APPROVE CHECKS & VOUCHERS:  Checks 40583 to 40684 were approved for June in the amount of $96,429.41.


ADJOURNMENT: The meeting adjourned at 7:47PM. The next general meeting is July 18th, 2018. No meeting on July 4th.
